The mesh placement problem

Here is the thing the trade knows and the brochure does not say. Wire mesh only works if it sits in the middle of the slab's thickness, where it can bridge a crack. On a real job site, mesh is rolled out flat on the graded dirt, and then concrete is poured on top of it. Unless someone physically pulls it up into the wet concrete as they pour, hooking it with a rake, it stays on the bottom, buried in the last inch of slab where it does almost nothing. The "hook and pull" step is real, and on a rushed crew it is the first one skipped. A mesh slab is only as good as a placement step you will never see happen, which is a weak thing to bet a driveway on.

Chairs and support

Rebar avoids that trap because it is tied into a rigid grid and set on supports: small plastic or concrete chairs, sometimes called dobies, that hold the steel up off the grade at the right height, commonly about two inches up in a four-inch slab. The grid does not collapse when the crew walks it or when concrete hits it. It stays where it belongs. So when a bid says rebar, the follow-up question is simple: is it on chairs? Steel lying on the ground is decoration, not reinforcement, whether it is mesh or bar.

The cost delta is small

For a typical driveway, upgrading from mesh to a rebar grid adds a modest amount, usually a few hundred dollars in extra steel and tying labor on a job that runs thousands.
